Dobash knocks Lawton and endorses candidates

This letter is a plea to the Majority of County Council and the Luzerne County Citizens to hold Luzerne County Manager Robert Lawton accountable.  It is also a letter of support for five Luzerne County Council Candidates who are on the November General Election Ballot.
On September 22, 2015 Luzerne County Council was informed that since the start of this year Luzerne County was without a hazard mitigation plan.   I was surprised, shocked and angry because public safety and wellness was not Lawton's top priority.  This is the biggest error and missed deadline made by Luzerne County Manager Lawton.

At our meeting, County Council Chair Linda Houck, asked: "What is the usual procedure?  I can tell you I hadn't heard about it"  Houck questioned Operational Services Director Tanis Manseau about the process to get the plan on the Council agenda.  Manseau replied, "we send it to the Manager".
So Lawton ignored it! Did he put it on a pile or throw it away?

When I took my turn to comment I said: “It’s extremely alarming. I’m asking for an investigation as to why we were not notified.”
I also stated I was thinking of the potential financial disaster.  This is gross mismanagement by the County Manager. 
Lawton's failure to meet our designated deadlines gives enough reasons to replace him with a person who has real leadership skills.
I ask Chair Houck and the rest of the Council majority to wake up and open blind prideful eyes.    Lawton overspends $16.9 million, lies to Council Council and cannot meet deadlines in a responsible manner.  It is time for Mr. "Lateton" to go. 

After a man made or natural disaster we depend on and receive  the recovery money to rebuild lives.
However, to get that money, counties and municipalities need a hazard mitigation plan.
Below is a memo to help  ease our concern:
"This letter should end the concern that Luzerne County didn’t have a FEMA approved HM Plan in place.
All work had been done, the necessary municipal adoptions had not occurred once FEMA Region III provided the normal FEMA “Approval Pending Adoption” Letter.
Nancy/Lucy – Please ensure all municipalities continue to get their municipal adoptions into the county and FEMA Region III, to include the upcoming County adoption in October.  Thanks."

 We need a County Manager who places  Luzerne County Citizens first on his priority list.

The future of Luzerne County  is in the hands of the voters.
The voters have a chance in the November General Election to select the incumbents and those candidates who put public safety first  and stop County Manager Robert Lawton  from crippling the area.

Re-elect Edd Brominski, Stephen A. Urban and Stephen J. Urban, incumbents who have voted against EVERY tax increase since the beginning of the new Home Rule Government.
- These incumbents  opposed the elimination of the Homestead Tax Credit.
- These incumbents supported actions to replace County Manager Lawton who has proven himself to be fiscally irresponsible four years in a row and late with every important deadline designated in our Charter.

I also ask voters to elect Mark Rabo and Ray Gustave who have dedicated their time to attend County Council meetings and know the issues we face.  
- They are the only candidates who have consistently researched the law and shared information at public meetings.
- Both gave excellent suggestions to County Council on important issues before Council took action.

Moving forward with leadership will take strong trustful individuals.
I place my faith and confidence in the people who really care.

Pennsylvania exit poll

We were the 186th and 187th voters in our local polling place out of  about 1000. What a terrible turnout. On the way in there was only 2 poll workers and Plains Twp.plus  incumbent Commissioners Robert Sax and Jerry Yozwiak. I have long said that the only poll workers that matter in a local race is the candidates themselves.

 But in this case they were not going to persuade me. They both voted to kick back $3 million of slots money back to the Mohegan Sun to pave the parking lot over the last few years. Then they asked for $1 Million  of slots money to finance an upgrade to the Woodlands. I voted for Barry Kresge.

Being the contrarian that I am I usually vote no on retaining a Judge but in this case I actually voted Yes for State Supreme Court Justices Ron Castille and Max Baer and No on the other 2. What persuaded me was the Tea Party groups and Sue Henry said they opposed them because they blocked the Voter ID law. It should be trashed as it's a solution in search of a problem that will keep people from voting. For all the jokes we make about dead people voting in Pittston it just doesn't happen. Absentee ballots are another matter. All my life I have heard the lament that enough people don't vote (like today) so they want to make it harder. Kathy Bozinski reported "that for the first time ever our reporters were told it's illegal to take generic, non-invasive shots inside polling places, and were turned away, or told to shoot through a window. I can't count how many live shots I've done inside the polling place... Is this something new?... We've learned its a regulation that is decided by the County Solicitor, and for apparently the first time, he decided to invoke it for this election."  I saw Pete from the TL at our polling place tonight taking photos and I snapped a few.

The Luzerne  County Website has  a link for election results that looks pretty good. You can tailor the races you are interest in. The thing is they had to go to a vendor to do something that was done in house and worked flawlessly until last spring.  Another waste of money. I like Walter Griffith but the pissing contest that he got into with Lenny Piazza that the county manager Bob Lawton  overreacted to  is costing us money and aggravation

Gloom and doom from Lawton

TL: Luzerne County Manager Robert Lawton’s proposed 2014 budget calls for an 8 percent tax increase and contains a $2.77 million gap that will be closed with roughly 55 layoffs if employees don’t offer up concessions.


 There has been something of a collective freakout online and from local politicos over this proposal. My advice is that everybody take a chill pill as this his opening negotiating position and will certainly be modified before a final budget is adopted. How many times have we seen this before from local school districts. The first draft of the budget proposes a big hike in taxes and the final one limits it to only 2 or 3 percent. Then they all slap each other on the back for "working hard" to find efficiencies that limited the tax hike.

The biggest driver of the budget woes is the debt service. The Bond Brothers, Skrep and Vondy , borrowed almost every year to just cover operating expenses and it's going to take about 15 years to dig out of the hole they dug. In the meantime costs increase every year for everything from health care to office supplies. In the end some people will be let go and taxes will go up.

Some Luzerne County Council candidates sound ridiculous about never voting for a tax increase. It's like Grover Norquist got to them.

 Paul DeFabo is incoherent. He doesn't want  a tax increase or layoffs. Kathy Dobash and Eileen Sorokas have said no to a tax increase ever. I expected that from Kathy but not Eileen. The rest of them said all the usual things  about cutting expenses but did not rule out raising taxes.

Tom Pizano to retire

Luzerne County interim Election Director and Clerk of Courts Tom Pizano will retire on Monday.


This is a big surprise especially since the election is just over 6 weeks away and he was picked to run the Elections Bureau after Leonard Piazza got canned in April. Pizano is a former controller and county commissioner who was brought back into the county government by convicted criminal Bob Reilly.


I don't want to jump to conclusions like some of the people that comment on the TL and CV websites. I don't have a formal comment policy but I would delete many of those comments if they appeared on this blog because they are accusing him of crimes without any evidence. His friends say he is dealing with health issues.


This may have nothing to do with his decision to go back to his farm to grow pumpkins and azaleas but the Voice filed an open-records request asking for copies of his emails. The county is stonewalling saying he is a judicial employee and "Mr. Pizano email can contain DNA and RNA records" and a "Pizano email can contain a record identifying the location of an archeological site or an endangered or threatened plant or animal species if not already known to the general public."


I'm not sure what to make of that last sentence.


The county had no problem providing the CV with former elections chief Leonard Piazza's emails . They document the pissing contest he had with Controller Walter Griffith over time clocks and a turf battle with new county manager Robert Lawton which led to Lawton giving him the boot. A nationwide search has been underway for the next director of elections but only received 6 responses.

Carolee will not go quietly into the night

To the surprise of no one former Prothonotary Carolee Medico Olenginski is threatening to sue Luzerne County because she was fired by county manager Bob Lawton for obstructing the transition of her office to the new records division mandated by the home rule charter. She got into a turf war with deputy Art Bobbouine and called Lawton a "dictator." That wasn't the only insult she hurled at Lawton.

Now she is threatening to sue claiming age discrimination and her lawyer claimed that Bobbouine stabbed her in the back. She opposed the charter and sued to try to keep her job. In the past she a problem with the carpeting in her office and took legal action about filing cabinets in her first stint as Prothonotary. I actually voted for Carolee in 2009 after Jill Moran proved to be such a disaster and the Dems nominated the wife of a corrupt WVW School Board member.

There is a legal question about whether or not the County Manager can dismiss an elected official even if she continues to be paid. Does the the new charter trump the 3rd class county code? Carolee will probably take this to the Supreme Court.

Luzerne County finances

I started off blogging about Luzerne County government and politics but haven't written much about it lately. The Yonk  reminded me that I was a unrelenting critic of the games that the Bond Brothers played with numbers that put our county into the hole that it is in. Thankfully convicted criminal Greg Skrepnak and Todd Vonderheid are no longer Commissioners.

As a result of the Juvie Brothers and other scandals the people decided it was time to change the form of government and passed Home Rule. The new county council hired a professional manager after a nationwide search. This new form of government is not perfect but it is a big improvement over the old system of 3 Commissioners and a myriad of elected row officers.

Luzerne County Manager Bob Lawton is getting high marks from the people I have spoke to in county government. He is trying to clean up the mess. I don't agree with all his decisions on some non budget issues such as firing Leonard Piazza as Director of the Election Bureau.

Some of the dead enders will still try to hang on.

4 seats on the new county council will be up in 2013. I urge all interested candidates to attend Blogfest on September 21st to give your pitch.  The Controller's spot is also up and the only name I've heard on the Dem side is Bob Morgan. Incumbent Walter Griffith is definitely running for reelection.

A night with the Republicans






Alex put together a great event last night to watch Mitt Romney accept the Republican Party nomination to be President. About 60 people came and went before Romney took the stage but only 20 or so actually hung around for his acceptance speech.

Before we joined the fun at Mulligans Irish Bar I popped into Boscov's to buy a new blazer for Blogfest. It was great to see all the businesses open  in downtown Wilkes-Barre. A few years ago Public Square was a ghost town after 5PM.

The first person I ran into was my 2nd favorite back cracker, recovering politician turned radio talk show host Dr. David Madeira. You can catch his act weekdays 6-9AM on 94.3FM. Luzerne County Controller Walter Griffth told me he loves his job despite being shorthanded because of budget cuts and spoke highly of county manager Bob Lawton. He said he will definitely be running for reelection next year. It was good to see past candidates Gina Nevenglosky and Joyce Gebhardt. Kingston Mayor Jim Haggerty said he suggested one of the names for the AAA baseball team, the Blast. It was great to meet the Right Wing Fringey guy.

I asked some people in crowd what they liked about Romney. Lynette Villano said he has the business experience that will help turn the economy around. She is planning a big luzerne/Lackawanna County GOP dinner and is looking for a headliner. I suggested Rick Santorum. Lori Vandermark also cited Romney's business experience and added that he managed a successful Olympics. Luzerne County GOP chair Bill Urbansky said he was an American success story. Walter Griffith said "I have to hold my nose to vote for either of them" but he likes Paul Ryan. Host Alex Milanes critiqed his party on several issues saying "I think the Republican's are on the wrong side of history on gay rights." He thinks if the party loses this election it needs to reinvent itself and he won't jump ship but will try to build bridges.

Bill Wellock covered the event for the CV and Steve Mocarsky quoted me in his write up for the TL. I was expecting to see Andrew Seder but Bill told me he works bankers hours.

Sell the Station

County manager: Sell Market Street Square complex

Luzerne County Manager Robert Lawton is proposing a new course of action for the train station at the Market Street Square complex in Wilkes-Barre.

On Tuesday, Lawton said he does not support a prior decision to spend $2 million renovating the station and asked the county redevelopment authority to sell the 5 acres of land, train station and its properties in the complex.

Why the county bought this pile of junk from Thom Greco for $5.8 million was a mystery to me and many others, the Bond Brothers made that deal.
In 2010, Greco was sentenced to two years probation for failing to tell federal agents he was the victim of a shakedown by former county Commissioner Greg Skrepenak.
Greco said Skrepenak refused to pay a bill of more than $10,000 for televisions supplied to a sports bar run by Skrepenak's father, and prosecutors said the televisions were a reward for helping with the purchase of the train station complex.

Lawton has decided not to piss away more money on a property that is a total mess which is a good call. The idea that a visitors center could be built or the miracle of restored train service is not in the cards. The main building has been neglected for so long it is probably in similar  shape as the Hotel Sterling. Steve Urban thinks it's all about him   
"He is retaliating against me personally because I'm a supporter of the project," said Urban, who did not attend the meeting. "Anything we started he wants to destroy."

I always liked Steve when he was the minority commissioner willing to to say NO to stupid spending but he seems  to go off the rails on this one.

Luzerne County is broke, it is less than broke with almost $500 million in debt obligations so spending on new projects is out out the question.

Luzerne County Council to hire a manager

The papers are reporting that a guy from California will be offered the job as the first Luzerne County manager under home rule later today. The CV and the TL say the pick is Robert Lawton. I don't know much about him other than what I read in papers but certainly wish him the best. He is walking into a mess of a budget situation left over by former Commissioners Maryanne Petrilla, Steve Urban and the other guy that interim manager Tom Pribula has been trying to address. He keeps proposing a mix of tax increases and budget cuts that the new council keeps shooting down. Sounds a lot like what is going on in Washington.

I have been getting beat up in the comments and other blogs for my backing of the new form of government. It's a school board, it won't work, etc. The new charter is not perfect but then what is? I preferred the previous charter with an elected county executive and a mix of distict and at-large elections for the council. That plan was shot down when Skrep and Vondy said "trust us." That worked out well.

This new form of government was passed as a reaction to the Juvie Brothers scandal for sure. The thing I like about it was elimination of most of the row offices that were power centers with no oversight. How many of them went to jail? There is no Democratic or Republican way to perform an autopsy (Coronor) or to register a will. And What the hell is a Prothonotary?

If they hire Lawton and he doesn't back out before February 21st the Yonk has some advice. A couple of my favs
