Carolee is fired
Luzerne County Manager has finally had enough of (former) Prothonotary Carolee Medico-Olenginski. Carolee opposed the Home Rule Charter and filed a lawsuit arguing separation of powers that was rejected by the court. Everyone knows that she doesn't play well in the sandbox just ask Bob Sypniewski.

New row officers staff up
As first reported by Mark Luzerne County Controller-elect Walter Griffith
has selected Frank Pinnacoli to be deputy controller and Thomas Mosca as his new solicitor.
Pinnacoli has a BA in accounting from Kings College and has had a number of jobs the last few years. Price Waterhouse Coopers in New York City, CTSI in Dallas Acton Technologies Inc. in Pittston , Pella Products Inc. in Dunmore. Pinnacoli currently owns NEPA Accounting & Consulting Inc. in Kingston, a business he started with his father.
He replaces acting Controller AJ Martinelli who has to answer questions about his involvement with former Human Resources Director Doug Richards and the Continental Consultants Group. Earlier this year the Citizens Voice had a story about the no bid contract with Continental Consultants and I wrote about it in January. Not even the Commissioners knew what is going on let alone our clueless former Controller and present Commissioner Chairwoman. Why it took 10 months to expose this fraud is something all 3 commissioners and the acting controller have to answer for when all the information was in the public record. This should have been addressed long before the FBI had to figure it out for them. Martinelli also made the Idiot Watch with his spectacular pants falling down “Give me a break” DUI arrest performance.
Sam Stretton will be the solicitor when Carolee Medico Olenginski returns to the Luzerne County Prothonotary’s Office in January. Stretton was her solicitor the first time she held the office and later was the solicitor for former Controller Steve Flood who first blew the whistle on the Juvie Brothers and the 20 year lease of PA Child Care "negotiated" by the Bond Brothers. Primary Controller candidate Bob Sypniewski will be her deputy. Bob has previously said he would put his business interest on the back burner and work full time for the county.
Carolee has yet to name her interior decorator.

Renee Butts out
At a campaign event for GOP Controller candidate Bob Sypniewski last May Renee Butts announced that she will be seeking the Republican nomination for the 118th State Rep District seat held by Democrat Mike Carroll. Well, things change and Renee now has other priorities.
.
So far I haven't heard of any Republican willing to take on any of the Democratic Luzerne County state legislators next year. I hope that some people will be willing to step up to the plate because I hate unopposed elections. After this year's version of the state budget fiasco they all deserve an opponent and that includes Republican Karen Boback.
.
Renee was kind enough to send along an explanation of her decision:
.
I apologize to the many who pledged to support me in my race for State Representative for the 118th Legislative District, and to all the people of the 118th who need a voice and need to be heard by their state representative, but I am no longer going to contend for this position.
Mr. Right proposed to me, and Mr. Right (one of the few conservative young men in this area) does not live in the 118th, and I’ve chosen the greater certainty of a life with Mr. Right over running against an incumbent Dem in NEPA (i.e. David vs. Goliath). My fiancé works in Hazleton – a long commute from the 118th. It would have been a bit premature to ask him to sell a house and move for an election I may not win. (I don’t think there are too many jobs for chemical engineers in the area, either.)
I feel as if I am letting down many of you. I’m sorry I was not able to be the person and the voice you needed. I wish I could find someone to take my place. I hope and pray that the 118th will find someone worthy to represent them or that the incumbent will make you more of a priority and change some of his stances, such as the tolling of I-80.
As I am no longer running, I feel compelled to tell you what else colored my decision. The other element to my decision was people in my own party. Yes, fellow Republicans. And I suppose what this comes down to isn’t one party or another – it is what is right for the people. I met with some resistance from Republicans who felt I should have worked for other state reps. They trotted out my former opponent’s resume, which includes working for people whom they wish to remove from office. (Why would they have wanted me to work for these people again?) They were willing to support someone they disagreed with instead of a young woman with a will to fight and a heartfelt desire to defend the best interests of the 118th and the interests of all Pennsylvanians, not to mention a woman whose ideals jived with their own. However, this was not the primary reason. Again, the primary reason is Mr. Right. Otherwise, I thought it might have, at the very least, been fun to try to win over these people. And, if not, prove them wrong, prove to them that I could have been their voice and worked tirelessly for them.
However, I do want to give a special thanks to the West End Republicans of Monroe County. These people were willing to whole-heartedly throw their support behind a political newcomer, not even from their hometown. But they liked what I had to say. There is a lot of heart there and anyone who would take my place would find a wealth of tireless enthusiasm and great welcome from these wonderful people. I wasn’t even from their county, but we connected over a desire for a different direction for Pennsylvania.
And to the many people who think I loathe Democrats, all of my bridesmaids are members of your party. But friendship, and the willingness to pull each other out of sticky situations definitely crosses the aisle. Though we disagree politically (I may loathe their ideals, and they may loathe mine), we are always there for each other. I hope that whichever party your next state representative is from will make the same commitment to you, because that is his responsibility. I hope that your next state rep can be truly a part of your communities, a part of your lives, and serve you proudly.
God Bless you all! I only hope for the best for you!
.

Luzerne County GOP picnic
I made it to the Luzerne County Republican Party Family picnic yesterday along with at least 200 other people at the beautiful Hartis Horse Farm in Dallas. The host was recent Controller candidate Bob Sypniewski who spent the day directing traffic. I was wasn't able to stay long and bit my tongue when some of the people started Obama bashing and repeating misinformation about health care reform. Yes, it was bleeding afterward but since this was a social occasion I decided not to get into any arguments with people that can't be persuaded anyway. Speaking of the unpersuadable, I ran into Dave Madeira as I was leaving and he was arriving.
The only picture I snagged was of our next Court of Common Pleas Judge Bill Amesbury and sitting Judge Tom Burke then my camera battery died and I didn't take a spare. Bill won both nominations so he is probably a lock but he stressed to me and anyone else that asked that he is not taking anything for granted and will continue to campaign hard. Republican Judge nominee Dick Hughes was working the crowd and I may just bullet vote for him. Blog buddy ZEN was there with his family and his son confirmed that he has filled his head with untruths about me:) Executive Directer Renita Fennick was the social butterfly of the event and made sure she greeted everyone including your humble narrator- "Oh, it's you."
My counseling efforts worked out between Jonathon and Controller nominee Walter Griffith. They kissed and made up. Carolee Medico was there and is probably headed back to the Courthouse for a repeat performance as Prothonotary.
I had a nice chat with SPCA Director and former WBRE weather guy Vince Sweeney and his wife Carol, at first I thought she was his daughter. Just kidding pal, you're a lucky man. Vince and I have the same talent for breaking machines like weed eaters, lawn mowers and appliances. He told me that if you want a cat the SPCA is handing them out for free which got my wheels turning. I'm sure Quincy would love another playmate but Ptolemy would freak and Mrs. G would also be a hard sell. I'm not sure but I think I'm on the hook for the next fundraiser for the SPCA at Francis Slocum Park in October. I already drop off my albumin cans there but not out of purely altruistic motives. Let them take them to Bilecki's junk yard.

My old friend Carl Romanelli is not optimistic about the health care legislation that will come out of Washington. He prefers a single payer system as do I. He told me that the best thing about being an Independent/Green is that you can go to any party's event and not get anybody mad at you. I suggested that instead of running for statewide offices that they will never win the minor party's like the Greens and Libertarians should put some effort into winning city council, state rep and school board seats and build as a bench for the big races down the line.
Because I was pressed for time I didn't get a chance to say hello to everyone. Some of the people I missed were Wilkes-Barre Area School board candidate Harry Haas , Hanover politico and head of the Malt Beverage Assoc. Dave Shipula, Mr. Flack, Alice Coffman and I'm sure I'm leaving out many others.
I also met Superior Court nominees Sallie Mundy and Temp Smith who will be covered in a future post.
.
Moses was there greeting everyone and spent the afternoon trying to convince them that they didn't really need all that food on the plate.
Did I drop enough names ?

Luzerne County Controller
Walter Griffith Jr. (R) 5,327 29%
Edward Brominski (R) 3,992 22%
Alice Coffman (R) 3,490 19%
Nanda Palissery (R) 2,989 16%
Robert Sypniewski (R) 2,526 14%
This result somewhat surprised me. I thought Brominski would finish last. It looks like people have noticed that Walter has been involved in local government for a long time and has been looking out for the interest of the taxpayers. Democrat Bob Morgan was unopposed.

Campaign event
It's hard to keep track of who is running for what but somehow I keep it straight.
I had a chance to drop by Bob Sypniewski's gathering yesterday at his horse farm in Dallas, the place is beautiful. I wish I could make make it to more things with the other candidates but my work schedule doesn't allow it. This work thing screws up every summer and plays havoc with the baseball season every year but that is another story.
I assured everyone there that most Bloggers don't have devious hearts despite what has happened in this past week. I can't speak for lawyers. There were a few lawyers there but I but I didn't feel the need to put my wallet in a safe place unlike the last time I was in a room full of them.
After mulling around for a bit the Emcee Dave Madeira took over. One of things I have learned is don't get in the way of Dave and a microphone. It's almost as dangerous as getting trampled by Rapid Edward on his way to the buffet table.
A few people that I spotted and spoke to the crowd included Luzerne County Commissioner Steve Urban, past and future Prothontary Carolee. Judaical hopefuls Jennifer Rogers and Tom Marsillio.
Plus some breaking news, more about that later.

The Mother's Milk of Politics
The TL has a rundown of the money raised by the Row Officer candidates so far for the May Primary Election. The Luzerne County election website doesn't have the full reports available online yet but I'm sure Leonard will make sure that they are posted soon.
Relatively speaking the candidates have raised modest amounts of money with large chunks coming from the hopefuls themselves.
One of the fat wallets that is a little lighter that I spotted in the article is Dan Meuser, of West Pittston, Harveys Lake and other places. Meuser is the former president of Pride Mobility and lost the 2008 10th CD GOP Primary to Chris Hackett. He dropped a thousand bucks on Walter Mitchell and Nanda Palissery each.
In the Controller's race Luzerne County Republican Party endorsed candidate Nanda Palissery has the most bucks.
Total: $7,460
From the candidate: $4,255
Spent: $4,109
Cash on hand: $3,350
Big donors: Dan Meuser $1000
The other candidates
Edd Brominski
Total: $3,775
Candidate: $2500

There is only one Democratic candidate in the race for Controller which disappoints me. I hate unopposed elections.
Bob Morgan
Total: $6,840
Candidate: $263
Spent: $4,772
Cash: $2,067
Big donors: Arlene Pasonick $1,000, Robert Stella $900
The thing to remember is that money can flow into this race at the last minute and we will not know about it for months.

Bob Reilly is a used car salesman

This is both funny and infuriating.

For weeks WILK's Steve Corbett had heard rumors that long time Clerk of Courts Robert Reilly was selling cars as a side job at a Wilkes Barre Twp car dealership. Nothing wrong with supplementing your income. We’ve all done that at one time or another. But apparently Reilly was selling cars during the hours he was supposed to be administering the Clerk of Courts office. The intrepid Corbett called the auto lot at 10:26AM and got Reilly on the blower. After a brief conversation, Reilly told the radio host he’d call him on the air at 5:06PM later that afternoon and explain what was going on. Needless to say, the call never came.
He is spending his/our time at Nationwide Car Sales on Mundy St. behind the Mall next to the defunct Ground Round. Go say Hello.
A few year ago I would stop by a local beer distributor on a weekday afternoon to pick up a few adult beverages and spotted Reilly working there. The subject of work hours has been a hot topic in the Luzerne County Controller race.
At the recent LWV forum at Wilkes University the only Democrat in the race, Bob Morgan, was noncommittal on spending 8 hours a day in the office. “I think we sometimes get too focused on the idea that we’re there from a certain time to a certain time. The reality is: Can you do the job? Do you have the ability to do the job?”
Republican Edd Brominski said he was retired so he had nothing else to do and cited his experience as a Democratic County Commissioner claiming he would be in the office 7Am until 11PM if necessary.
Nanda Palissery said he finds the question about whether or not he will be a full-time controller “offensive” and said he will be in the office when needed.
Water Griffith said he wasn't offended by the question and committed to being in the office 8:30M-4:30PM and later every day. “For $38,000 a year, which is probably double what a normal citizen of this county makes, if I can’t commit to you to be in that office every single hour that you would be in your job, then shame on me.”
Bob Sypniewski also said he will show up for work saying; "You put me there to serve. How dare me then on your time do my business?”
CPA Alice Coffman also wouldn't commit; “Will that mean I’m in that office everyday eight hours? I’m not going to sit here and promise that to you, because I don’t think that that is likely.
Walter sent along this guest post on the subject.
Dear Gort42,
.
I would like to write in regarding the story about Bob Reilly " Luzerne County Clerk of Courts" and his ability to have a job as a Automobile salesman in addition to his County Row Office.
.
Mr. Reilly is a disgrace to the County Row Officers and the taxpayers for his behavior and he should immediately quit his job as a salesman or County Row Officer. This is the same person that has stated "on the record" that his job requires more money from the taxpayers and he has demonstrated that he isn't even on the job "Full Time". This is the same person that used the County Taxpayers money to fund a lawsuit against the taxpayers to stop the Clerk of Courts budget because it was not enough funds for his office.
.
The Luzerne County Courthouse has had its time in the sun for to long for all the wrong reasons, and this is just another case of the abilities of a few, that tarnish the entire beauty of the wonderful building that will be celebrating its 150.year's of existence.
.
My time has been spent the past 3 years trying to hold the elected officials of this County accountable to the taxpayers, by attending County Commissioner meetings, and asking for accountability and transparency in government, when all the rest of the candidates that have now come on the scene have been silent.
.
The County Commissioners have never held anyone accountable for their abuse of power in government in the past, and I as a taxpayer advocate, have been trying to have them do this since attending the first meeting regarding the issue of the Debit Card abuser's in which I call the "magnificent seven".
The taxpayers of Luzerne County should and must have elected officials that are "Full Time" and should not accept anything less, and this can be accomplished by instituting a policy in personnel that requires everyone to "Log In" and "Log Out" and show mileage for all travel to designate their time out of the office.
I have been asking for the use of a " Badge Scanner" or "time Clock" to verify the attendance of all County Employee's and I feel with the abuse of this type with Mr. Reilly it is long over due for the taxpayers.
.
I, as a taxpayer advocate, the past three years in the County, and the past 7 years in the City of Wilkes Barre, have taught me several lessons about our government regarding our Elected Officials like Mr. Reilly and Ms. Moran, as well as a few others, that feel they are above the same rules of employment as the people they supervise, and that is that we, as taxpayers, are always being taken advantage of by a few people in government that can get away with it, and we need people to always be there asking questions and holding our government accountable.
.
I, as your taxpayer advocate, have attended the meetings at my own cost, and have been a taxpayer advocate for the taxpayers of Luzerne County on many issues that concern abuse of power by the elected officials. I spoke out for the taxpayers regarding the "Debit Cards" and tried to have the "Abuser's" fired for their actions, however the Commissioners chose to turn their heads and wink and nod at this type of corruption.
.
I, as a your taxpayer advocate, represented everyone in the County. at my own cost, regarding the court case to borrow over 16 million dollars because of the Commissioners reckless spending and was successful in having the courts rule in the taxpayers favor to lower that to 5 million.
.
The reason for my bringing this to light is because at election time, we always seem to see candidate ask for the taxpayers confidence and vote, and then we never hear from them again after the election. I have demonstrated that I will always be there for the taxpayers "AT MY OWN EXPENSE" because I truly care about them and its not about myself or the money.
.
I vow to all the taxpayers that I will be a " FULL TIME" Controller, and that means that I will be in the office at the same times that I expect my staff to be there, and I will lead by example. I will not abuse the taxpayers like Mr. Reilly or Ms. Moran or the others that are pledging to be "FULL TIME" just to get elected and then "Thumb their noses" at the taxpayers once they are elected. I will be the right person for the job and will not pay a vendor for work if they don't follow the contract like what happened with 21st Century and our botched reassessment for the profit of our corrupt officials.
.
I would like to conclude by saying that there are several people that are professionals running for public office, and are asking for your support to get the votes required to win the election on May 19th.I would suggest that each taxpayer ask this one very important question on election day and that is " Where were these people that are asking for our vote when we needed them when our elected officials were abusing their power and our money" ?

Luzerne County Controller
I'm a bit behind on the coverage of this race.
The Leauge of Women Voters had a forum with all the candidates for Luzerne County Controller at Wilkes University on Tuesday. Finding the room it was being held was like trying to navigate a maze and once in there the HVAC system was making a loud humming sound that made it hard to hear what was going on.
The candidates are Bob Morgan, the only Democrat; and Republicans Bob Sypniewski, Alice Coffman, Nanda Palissery, Edd Brominski and Walter Griffith
I'm not going to do the play by play because other media outlets covered it already.
See
CV County controller candidates vow to fight cronyism
TL Controller candidates vow to be watchdog
OVC has the best write up of the event Controller Debate

The highlight of the night was Bob Sypniwski saying there was too many attorneys in the courthouse and didn't want a lawyer running the Controller's office because they are part of the "good ole boys network." When Nanda got his turn he stood up and asked with open arms
" Do I look like I'm one of the good ole boys."
It brought the down the house, all 30 of us.

Bob Sypniewski for Controller-the interview
I met with Luzerne County GOP Controller candidate Bob Sypniewski last Sunday. Bob was born and raised in Wilkes-Barre. He graduated fron GAR High School and attended LCCC. He's another Yankees fan which now seems to be a requirement for the position. He likes the Eagles in the NFL and defying the logic of my world he somehow roots for the Miami Hurricanes in college football.
.
Why should you be the next Luzerne County Controller?
.
I believe the background that I come from being the 15th of 16 kids and my dad being a Wilkes-Barre police officer for 40 years taught me that hard work and honesty will get you somewhere in life. Today with the corruption going on in Luzerne County I have no ties to anyone and everything I have in life I’ve gotten because of hard work. I believe the qualities I possess and the leadership I possess will change and help the foundation of Luzerne County to head in the right direction. My financial background is 10 plus years running my own business on my own. I believe what I’ve done to help people to buy homes will help to fix the county. The biggest thing is sitting on the county board and seeing the corruption that I saw with this assessment. I fought hard to get on this board to help people lower their taxes, not because I felt sorry for them but it was the right thing to do. One thing I want to talk about is a property being assessed at $125,000 that is right next to the Susquehanna River and our county hired a company that assessed it at $125,000 and we knocked it down to $7,000 because that was were it belonged because the property flooded six months out of the year. I believe my time on the board showed what I can do. I can also bring it to the county as the Controller.
.
You mentioned that the last time I heard you speak. Why didn’t you go public with it sooner?
.
The reason why I didn’t go public was this. I knew the corruption that was going on in the courthouse and if I went there and said listen, this is what I’m seeing, I know that would have done to me. They would have got me off the board and replaced me with somebody else. You saw when the formal appeals first started, the cries in the newspaper of foul, there weren’t a lot of people on that board that I believe that were really out there helping the people. They made some changes and I sat there quietly and made reductions where I could. And I knew this, if I went to Skrep or Petrilla they would have got me out of there.
.
Will you be a full time Controller?
.
I will be a full time Controller. Just like when I ran the assessment board, I ran that full time. I put my businesses to the side. I am the only candidate that can say that I took 2 of my business and shut them off from 8 o’clock to 6:30 at night for 4 months. I did that with my business. The proof is in the pudding and my will tell you that, I was gone. What I did for the assessment board in 4 months I can do better as a full time Controller in 4 years.
.
I have a couple of questions from some of my helpers. Will you commit to serving no more than 2 terms?
.
It’s going to take at least 4 years to get the county courthouse headed in the right direction. I believe 2 terms after that will be enough were I can sit back and ask do I want to further my life as a politician or do I want to sit back. That’s a tough question to answer. I learned in politics very early that you never say never. Right now I’m committed to getting elected for 4 years with the understanding that this is going to take longer than 4 years to clean up. It’s been going on for how many years? So we’re going to put 4 years into this and look into this every time you’re up for reelection.
.
The Controller doesn’t have a lot of policy input. Who would you partner with in the county government to help clean things up?
.
When I come to office I understand that are positions that I can change immediately. My assistant Controller is going to change immediately, my Solicitor is going to change immediately. I have a list of people from both sides of the aisle that we are going to bring in. I really respect Steve Urban for what he has done in the past, I respect Steve Flood and what he’s done. I don’t believe I’m going to partner with any of our elected officials right this second because I do not know who to trust in there. We need new faces, we need fresh faces. We need people who never worked there before to come in and clean house. At this very moment I’m not willing not commit to working with anyone in that courthouse other than the team of people we’re going to come in with to clean house there.
.
So you’re saying that you won’t be a rubber stamp for what has been going on
.
Most definitely, it makes sense that when that when a contract is handed to you and not a single Commissioners signature is on it that you don’t make payment on it.
.
The Republican Party endorsement went to Nanda Pallisery. How do you feel about that?
.
It disappoints me not about the endorsement. It disappoints me that there is 275 committee people and less than 130 even cast a vote. I believe that 29 cast it do not endorse which I believe I take credit for. I was the only candidate out there crying do not endorse, let us all run on our own merits. So if you look at it, Nanda walked away with 40 votes. I don’t know if that is a Republican endorsement or if that is the same old politics endorsement. It doesn’t affect me, what I want is the people’s endorsement. I want their vote to represent them not as a Republican, not as a Democrat Controller but as an independent voice that’s going to bring change.
.
You want to add to your earlier comments about reassessment.
.
I want to touch base this about this assessment. I didn’t understand as much as I thought I knew until I sat down and realized by helping people through the appeals process and adjust them adjust their home values and saw the hurt that our political people did to our people. It caused me to contact Derrick Williams from Tioga County. People may remember that Tioga County kicked out this same assessment company, Century 21 Appraisals. They got kicked out because of a breach of contract. I spoke to Derrick Williams twice and there is a new report coming out on the 28th that I believe is going to back Tioga County and this is why I stayed private with this because silently I want to put together a majority of people to one day see that we can take what Tioga County did and bring it here to Luzerne County. I believe we need to start all over with this with our own people. In the next coming days you are going to see a press release from the independent arbitrator that was assigned to Tioga’s County dealings. And I believe if you elect me as Controller I will have a bigger say when you look at that actual contract and I think that will be a big key to my race as well. There is only so much you can do as a taxpayer crying foul but there is more you can do as an elected official.
.
As Controller you are going to oversee the county’s finances. What experience do you have with government accounting?
.
I was a business major in high school. It’s pretty easy, when your debits outweigh your credits you have a problem. When you have a Controller that’s not monitoring statements showing all these debit card purchases coming out and not saying anything that’s a big issue. A lot of it is commonsense thinking first of all. Second of all we are going to bring a good team of people into this. You take the last 10 years of my business and I’m looking at people’s finances. Could they afford this house? Not just based on what is on their credit reports. We are looking at their grocery bills, their utility bills… and in 10 years of helping people buy a home I never had a bank call me back and say you misquoted their budget and now we’re taking this house back and we want our money back that we paid you. So I believe the common sense thinking I bring to it plus the 10 years of helping people with their finances is going to be a huge benefit to the county. But understand this too. I can’t do it on my own, I know I can’t. That’s why the team of people that I bring there is going to be an effort as a team of people that are going to come together to put this in order. It’s not humanly possible to do it alone nor could any other candidate say that. If they did, they are lying to you. I will have a CPA as my assistant Controller and I will have a Solicitor that has the minds, thoughts and interests of the taxpayers in mind. The three of us are going to look at this and get this done right.
.
A little nuts and bolts about campaigning. How are you doing on money?
.
We just sent out our first fundraising letter about 2 weeks ago. I actually funded most of my campaign right now. I don’t look at it as money today; I’m going door to door. I’m doing the old style politics where I go out and meet the people so they know who I am. We are going to raise some money but not a whole heck of a lot. People are asking me where is your website, where is your signs? I understand that websites and signs don’t get you elected. If people don’t know who I am they are not going to vote for me so I am making more of my efforts in getting out there. But like I said we just put together our first fundraiser and we probably raise about 10 to 20 thousands dollars. That is our expectation on that.
.
Do you plan to do any media? Print, radio or TV
.
Right now we’re taking advantage of the free press. We sent in a lot of letters to the editor and I will be a frequent caller into the Steve Corbett show as well as Sue Henry and Nancy and Kevin in the Morning. I plan on trying to put together a commercial. Humanly possibly there is no way I can get to the four corners of the county. Maybe a couple of commercials.
.
What do you think about Home Rule?
.
I’m big supporter of open government. Take Steve Flood for example. When this Juvenile Detention Center was being built wanted a public forum on this and he was chastised for it and then his own party took him out. I don’t know all the policies of Home Rule but from what I understand about it, it’s going to be more of an open government which I stand firm with.
.
As far as streamlining the county do you have any ideas? I have been an advocate of getting rid of elections for things like Prothonotary, Jury Commissioner and possibly even Controller if you can up with a different way of doing it.
.
I believe in what you just said there. The Controller is a position you need a leader in there and if that is changing hands because of political powers then there is a problem, same thing with Prothonotary. Down the road I believe, hopefully not right now because I’m running for it, those should be positions (not Union positions) that should be full time. Because if you are constantly doing this every 4 years you have to run for reelection so somewhere along the line in that year that you’re running for reelection you’re going to burn yourself out to the point of what’s going to come first and what are you going to walk away from? You are going to walk away from time on the job just so you can be elected again for another 4 year term. So I would agree that somewhere down the road to possibly rewriting the Controllers position, the Prothonotary and also the Jury Commissioner to make them not political seats. And make them full time position not political positions. I’m open to that.
.
My observation that some people may not agree with in this economic climate is that the Row Officers and Commissioners are not paid enough.
.
If you look at the size of our county and look at some smaller ones, they’re paid more. In my business I actually hired an ex-president of a bank. People say why would an ex-president of a bank work for a 28 year old broker? I paid him well. I realize this, if you pay people well they will be there full time. And you look at what the Commissioner get paid and there is a lot going on. Sometimes they have second jobs so they can actually maintain a life. I believe in time, once we get this in order there should be a pay raise for some of the county officials not because of political purposes. My philosophy is this, pay them right and the job will be done right. If you look at what has been going on in the county, look at the greed.
.
Involving some very high paid people
.
But the funny this is this, you had 2 Commissioners that had to allow that juvenile detention center to go. Those judges were corrupt but that’s not what I’m talking about. I’m talking about those 2 Commissioners, Greg Skrepenak and Todd Vonderheid, they were the ones that brought this forth. If they had listened to Steve Urban and Steve Flood this would have been thrown out. So when you put people in the Commissioners area make that worth their while to make sure the county is run effectively. I believe a lot of theses deals probably would not have been made. I agree that there should be an increase but also there are some offices that shouldn’t have as much. There is too many chiefs and not enough Indians out there. There is too much manpower in some of the offices in the courthouse that could be let go, we don’t need it. I won’t harp too much on this but if the Assessor’s office had done the job that was required we wouldn’t had to need hire an outside company to reassess our county. I would take a look at the stories I hear about people going out in the field to measure properties, I want to see their work reports. I want to see where they have been. I tell you what, it doesn’t pass my test as far as getting the job done. With an increase to certain positions in the courthouse there could be a huge decrease in personnel. I know it’s not a popular statement and I know a lot of county officials won’t like that but a fact is a fact. There are too many people that work in these offices and there is not enough work to show for it..
.
Closing statement
.
As I worked hard on the assessment board I saw what the corruption of county politics can do to the hard working people. The people that are trying to make a living but yet our government constantly knocks us back. I worked 4 months for the county people and have been able to decrease thousands of household’s property taxes. I believe if I’m the Controller I can do even more. I could be the inside person for the people in the county courthouse. A lot of people have hammered me because I didn’t come public with this but they have to understand if I went public they would have taken me out and replaced with somebody else. I’m the 15th child out of 16 children grew up in the Wilkes-Barre Heights and I have no political ties and I have no strings attached. I’m going to run this job like I ran my own businesses, it will be full time. It will be with all my heart and soul to get this thing right. I have 3 boys that are counting on me to make this right. Here is a fact, if I don’t get this right my generation of people are moving out, they’re going. My biggest fear is getting a phone call from Harrisburg or Washington, DC saying Luzerne County we’re cutting you off until you get this right. We need to elect a fresh face, someone new with no political ties. There is a debate coming up on the 28th at Wilkes, I encourage people to get down there. I hope they broadcast it. I think this is going to be a great chance to see the differences. Who is going to run that office? Who is going to run it efficiently? Is it going to be an attorney that is running a law firm? Is it going to be the guy that runs the mechanic business? Is it going to be an accountant that already runs a business? I’m the only candidate that has shown that I can work for the county, work for the taxpayers and then do my life second. I’m done it before, give me 4 years so I can prove it.

Republicans to endorse today
The Luzerne County Republican Party make its endorsements based on the results of a county-wide poll of all committee people. Chairman Terry Casey said.“We want to conduct this endorsement process in an honest, open, fair and transparent way, just as we promise to govern in Luzerne County. Ours is a simple message: we want to restore honesty and integrity to the county courthouse and we’re starting by conducting an honest and open primary in our own party.”
I'm going to make some predictions. First the easy ones. There are only 2 Republicans running for the Court of Common Pleas, Dick Hughes and Michael Pendolphi, so that is a no brainer and Gina Nevenglosky is the only candidate for Register of Wills in the primary.
Carolee Medico Olenginski and Walter Mitchell are in the running for Prothonotary and I think that former Prothonotary Carolee will get the nod.
The hottest race shaping up seems to be for Controller. To get the nod a candidate has had to be a registered Republican since Feb. 16, 2008 so that rules out Edd Brominski. The contenders are Alice Coffman, Walter Griffith, Nanda Palissery and Bob Sypniewski. My reading of the tea leaves tells me that Nanda Palissery will be the anointed one.
You can read the POLIICIES & PROCEDURES FOR ENDORSEMENT if you are interested.
UPDATE: I got them all right.
As predicted Hughes and Pendolphi were backed for a seat on Court of the Common Pleas and Nevenglosky was backed in her uphill battle to be the next Register of Wills.
Former Prothonotary Carolee Medico-O got the nod over President for Life of the breakaway Republic of Bear Creek Village Walter Michell with a vote of 75 to 55. I still think that Carolee will sail through the primary and be returned to the Prothonotary's office in the fall.
The battle for the endorsement for County Controller was closer than I expected with Nanda Palissery edging out Walter Griffith 51-39.
I was stuck by how many Do Not Endorse votes were cast in each race.
Overall only 132 of the 272 Republican Committee people returned a ballot and they still don't have a full compliment in the county. Maybe I should run for Republican Committeeman in my little burgh because we don't have one.

Walter has a Website

.
My background politically is very simple…I am not related to any one in Luzerne County that works in the courthouse and I will not bankrupt my moral or ethic character to get elected to any position in government..
.
He lays out an Action Plan for the office.
.
Including a Pledge to be a “Full Time” Controller, place all County Audits online and to provide that all County Audits are done by Bid and all Bid’s submitted will be solicited from outside Luzerne County.
.
He also has a picture of Tim Grier speaking before the Wilkes-Barre city council posted which I asked him about; I placed this picture to emphasize the people that are taxpayer advocates as well as to show I was a part of the fight at City Hall. I think a lot of people respect Tim as well as him being a good friend of mine...
.
Walter is also running for the Government Study Commission.
.
The other Republican candidates for the controller nomination are : Edward Brominski, Swoyersville; Alice B. Coffman, Sugarloaf Township; Nanda Palissery, Dallas; and Robert Sypniewski, Dallas. The winner will face the lone Democratic contender, Bob Morgan, of Mountain Top.
.
None of the other candidates have website up yet as far as I know.
.
Update: Griffith attended the Salary Board meeting today and sent along this recap.
.
I represented the taxpayers today at the County Salary Board Meeting regarding the approval of all the court employee's salaries.
The Meeting opened with the public comment section of the agenda and I asked Chairperson Petrilla why the agenda and salaries are not made available long before 5 minutes before the meeting so the people can review the salaries and the creation of new positions. The people need to have sufficient time to read the agenda and the salaries to be able to be sufficiently educated to ask questions if we are going to move forward with an open and efficient government.
The agenda had the roster of the Salary Board as Urban, Pettrilla, Skrepenak, Martinelli and President Judge Muroski, however the President Judge was not at the meeting but his "Right hand Man" Mullroy was there in his place. I immediately spoke to object to this because the County Code stated the President Judge must be there not his designee as the County tried to do this time . I was successful in having the Court Tipstaff have the President Judge come to the meeting because he was summoned there by the Salary Board. I made this the first time the President Judge was actually a part of the process as prescribed by law...
I then raised the issue as to why AJ Martinelli was on the Salary Board when he is not the County Controller. I was told by Commissioner Petrilla that AJ is the Controller because the Governor issued a letter stating he was appointed by him as the Acting Controller. AJ Martinelli is not the Controller and has no place on the Salary Board.
There is supposed to be a salary freeze on the County Budget however in the enclosed documents you will see the County Courts are able to create new positions and fund them quite well.. Seems like a double standard..I will not allow this as the next County Controller..I will not vote to increase the payroll by increasing the staff..
I have enclosed the Exhibits of all the personnel at the Court system as well as the Agenda for your review and if there are any questions...please feel free to ask ..also note that there was no other candidates for Controller at the meeting...

Bob Sypniewski for Controller
From a press release.
LOCAL BUSINESS LEADER, BOB SYPNIEWSKI, TO RUN FOR CONTROLLER
Bob Sypniewski will announced that he is seeking the Republican nomination for Controller in Luzerne County on Saturday March 14th at the Republican Headquarters on Public Square, Wilkes-Barre. The announcement will be at 11:00 am and doors will open at 10:30am.
Bob has been self-employed as a Mortgage Consultant for the past 10 years in the Back Mountain and is the CEO of 5:19 Investments, LLC a company dedicated to raising joint venture capital for various business projects throughout the state. Bob says his recent service on the Luzerne County Assessment Appeals Board was a major factor in his decision to run for controller. Sypniewski explained "As I helped people through the appeals process, I saw the harm government can inflict on it's citizens when it is poorly run. As a life-long resident of Luzerne County, I decided that I could no longer simply sit back and watch a steady stream of politicians put their own self interest above the interests of the people they were chosen to represent".
Bob - the 15th of Wilkes-Barre Police Officer Stanley and Blanche Sypniewski's 16 children, Bob was born and raised in the Heights. After graduating from GAR Memorial High School, Bob attended Luzerne County Community College where he majored in Human Services.
Bob currently serves on the board of the Pennsylvania Family Coalition and is an active member of Cross Creek Community Church in Trucksville. Other memberships include the PA Association of Mortgage Brokers and the Better Business Bureau. In 2008 Bob served as the Chairman of the Friends of James May Committee. He lives in Dallas with his wife of 11 years, Tara Harteis and their children: Christian 9, Ethan 7, and Gavin 5.

Luzerne County Controller
At last night's candidate forum Luzerne County GOP Vice-Chair Paul DeFabo extended a welcome to former Democratic Commissioner and Republican candidate for Controller Edddd Brominski the 5th. For some reason Brominski didn't address the crowd nor did CPA Alice Coffman. She was there gathering signatures for her nominating petitions but bugged out before the program started.
.

Walter Griffith noted that he lost 2 races for Wilkes-Barre City Council and some people wish that he would go away, "I will not go away" he said. He reminded us that he has spent a great deal of time being a taxpayer advocate. He pledged that he would answer his own phone if elected.
.

Nanda Pallisery also paid tribute to Steve Flood and thinks he was doing a good job. He said that the Controller's office has staffing problems and is a few years behind on audits. He blasted Commissioner Maryanne Petrilla's performance as Controller saying that as an attorney he knew that bills submitted by Conahan's brother-in-law Psychologist Frank Vita were not legal. He said that he would to stand up to the Commissioners.

Back mountain mortgage broker Bob Sypniewski said his experience in finance would be an asset in the job. He said that like his father who protected the city streets as a Wilkes -Barre policeman he wanted to protect the taxpayers of the county. He knows that actions are more important than words and said we need "less lip service and more listening to what the people say”.

Luzerne County Republicans
Some of us were hoping that new Luzerne County Republican Chairman Terry Casey wouldn't try to mimic the the local Democrats by trying to force candidates out of the primary. The reports I have been getting points to the opposite and this story in the TL confirms it:
County GOP endorsements likely
I have nothing against Attorney Nanda Pallisary but Casey is not doing him any favors by trying to force Walter Griffith and Bob Sypnewski out of the race. Yes, a primary race cost money that could be spent in the general election but a primary raises the name recognition of the eventual winner. I think it would be beneficial for our local GOP to have a contest as long as it doesn't turn into a bloodbath like the Mueser/Hackett race in the the 10th CD last year.
Former Democratic Commissioner Edd Brominski (what's with 2 D's ?) has also announced his intention to run for Controller as a Republican. More on Bromo to come.

Luzerne County Controller
So far we have 2 Democrats say they will run for the post.
Dallas School Board member Russ Bigus said “We need some competency in the courthouse. I think I might be able to bring some order"...“I would like to build up the public trust and get a real grasp of the financial crisis in the county.” Though he stressed that there’s a need for “teambuilding within the dome.” Last year Bigus lost the race for 117th District State Rep to Karen Boback and in 2006 he came in 4th in the 20th Senate District Republican primary.
The other declared candidate is former Pittston Area School Board member and Yatesville councilman Anthony Rostock. He pledges to be a full time Controller and takes a few shots at previous Controller and present Luzerne County Commissioner Maryanne Petrilla "There are certain things that have happened when the previous controller was there, things that should have been seen,” Rostock said, referring to Petrilla. “Even shortcomings in the county budget – that should have been seen years in advance.” Rostock said he’s not criticizing employees in the controller’s office.“I blame the people running the show,” he said.
Pittston litigation specialist Wil Toole has had cards printed up put has not formally declared his candidacy. He made sure that the public was informed about Rostock's $30,000 no-bid contract to provide landscape consulting services at Luzerne County Community College.
Bob Morgan, a financial adviser from Mountain Top said it’s “very likely” that he will run.
On the Republican side Attorney Nanda Palissery has been mentioned. He ran for Judge a few years ago and I voted for him. If we can have a President with a weird name we can put up with a Controller with one.
Two names are not mentioned in the press have been kicked around on this site and I have asked them for a comment.
Wilkes-Barre resident and unsuccessful city council candidate Walter Griffith does a great job of keeping an eye on things. Some people consider him to be a pain in the ass. My opinion is that the Controller should be a person who is willing to ask the tough questions like Steve Flood did.
Bob Sypniewski was the chairman of James May's 117th State Rep primary campaign is a local mortgage broker. Some of the back mountain big money people may be willing to back him.
