Only in Luzerne County can someone steal over $100,000 from the taxpayers and be sentenced to house arrest.

Deeds office thief given home arrest

Carl Salitis, a former employee in the Recorder of Deeds office, was sentenced Thursday to nine to 18 months of house arrest plus five years probation for stealing more than $100,000 from the office.


Judge Mark Ciavarella also waived the electronic ankle bracelet and supervision fees so he can use the money he would have to pay for that to put towards restitution. He gave a similar sentence to another thief, Robert Pritchard, in the Recorder of Deeds office.

With over $300,000 missing from the office it's no wonder that he was able to organize such affordable trips to ball games.


If me or you got caught stuffing over a hundred grand of the company's money into our pockets I'm sure we wouldn't be sentenced to watching TV on our couch.

In other news; last month five people were jailed for failure to pay child support.

A quirk in the calendar

WHAT HAPPENS ON JANUARY 20, 2013 IF OBAMA IS A ONE TERM PRESIDENT?

The Constitution of the United States provides for very simple instructions concerning the Inauguration of the President-elect of the United States, or should I say a very simple instruction: The President-elect shall take the oath at noon on the 20th of January that follows the previous November election. That is all. It does not provide for the Chief Justice to administer the oath nor does it require the oath be taken on the steps of the U.S. Capitol. IN short, the majority of Inauguration day is more traditional as opposed to constitutional. Which leads us to a very tricky situation should Barack Obama lose next November’s election to his Republican opponent.

Next year, January 20th, the day of the Presidential Inauguration, falls on a Sunday. The traditional Inaugural ceremonies, with their pageantry, parades and celebrities have been held on every day of the week over the years—except Sunday.

Several incumbent Presidents have found their Inaugurals falling on a Sunday. In 1957 Dwight D. Eisenhower took the oath in a private ceremony in the White House as did Ronald Reagan in 1985. Both Presidents were completing their first terms and the following Monday went through the a traditional ceremony with a trip to the Capitol and the parade afterwards (though Reagan’s was marred by extremely cold weather—he took the oath under the dome in the rotunda of the Capitol).

Both Eisenhower and Reagan won their respective second terms with landslide victories thereby leaving moot the question this writer shall put on to the table. Interestingly enough, the issue has not been brought up on talk shows but perhaps only because it is too early in the game.

What happens to Barack Obama if his term expires on Sunday, January 20, 2013? Does he have to vacate the White House and move over to Blair House across the street? Does President Romney move into the White House that Sunday? And then come Monday morning, does Obama drive from Blair House to the White House to escort the new President—one day in office to the mock ceremony at the Capitol? This would surely be a first in history.

Or, does Obama become the first U.S. President to experience a democratized “house arrest”. In other words, after Romney is administered the oath at noon, will Former President Obama be permitted to reside in the White House yet, barred from the West Wing ?

All of this may sound trivial, but it is in fact a relevant curiosity.

IF Obama loses, we shall be witness to a unique experience on Inauguration day. Yet, if history keeps its path as it did for all other Sunday Inaugurals, we just may witness another incumbent President take the oath in private on Sunday afternoon and spend what will be the first of four more years sleeping in an East wing bed---comfortably.

Pizzella sentenced to a Time Out




Another house arrest for an admitted criminal. I hate to bash a judge because you never know when you might end up in front of one but this sentence is ridiculous.

CV: U.S. District Judge James M. Munley ordered Pizzella to serve two years of probation, including five months on house arrest, after a federal prosecutor detailed Pizzella's cooperation in at least seven different investigations. Pizzella must also pay a $10,000 fine.

Pizzella has been singing to the FBI ratting out fellow Wilkes-Barre Area School Board members Brian Dunn and James Height and has provided information about the carpet guy plus the overcharging by Intellecom. The TL story says he was feeding the FBI information about Luzerne County Judges when he was Ann Lokuta's tipstaff.

His attorney conceded Pizzella “can in some respects annoy people” by being brusque. That is an understatement. Judge Munley cited Pizzella's cooperation and "spotless reputation" in deciding not to send him to jail.

Spotless reputation? Are we talking about the same person?


Pizzella, a former Plains Township police officer and township commissioner, has been accused of spousal abuse, punching his father and threatening to kill his daughter. In 1980, police accused Pizzella and a friend of hiring a hitman to break the legs of a political rival.


Pizzella also claims he is in poor health. It seems to be a problem with all the people who have snared in probe here in Corruption Junction. Judge Toole also claims he has a bad back, it must be contageous.


Judge Munley said: “We condemn the conduct. What he was engaged in is outrageous. It’s a throwback” to days when public officials routinely behaved that way, “and it will not be tolerated any more.”


If you don't put people in jail what is the deterrent Judge Munley?


On background I have been told that Frankie Kneecaps will not be allowed to watch Nickelodeon or The Disney Channel while he spends the next 5 months sitting on his duff. As an additional punishment he won't get a graham cracker after recess or a chocolate milk.

Law and Order: Special Victims Unit

The victims in this particular case are the people of Luzerne County. A long time employee of the Recorder of Deeds office was sentenced to house arrest and restitution for stealing more than $51,000 from a cash register over a number of years. That was sentence for Robert Pritchard by Luzerne County President Judge Mark Ciavarella. The standard sentencing range on the charge called for a minimum sentence of six to 14 months of incarceration. Must be nice to have friends in high places. His attorney is Peter Moses, son the well connected John Moses. The Assistant District Attorney William Finnegan had no problem with Ciavarella’s sentence. Luzerne County detective Dan Beky said Pritchard’s cooperation and extreme remorse also made the house arrest acceptable.

Yeah, he's sorry he got caught.

In other news a Nanticoke man was sentenced to one to two years in the Luzerne County Correctional Facility for stealing lobster tails. And three chumps were jailed because they fell behind on child support payments.

But the saga of the Recorder of Deeds embezzlement is not over. Carl Salitis has been charged with stealing almost $400,000 over seven years. Investigators say Salitis shortchanged Wilkes-Barre City and the Wilkes-Barre Area School District on transfer taxes and pocketed the money. Salitis is free on $50,000 bail while he awaits a court date. He'll probably get 40 lashes with a wet noodle.

Shop til you drop

Another crook gets a slap on the wrist.


CV: A tearful former magisterial district judge Karen Holly was sentenced today to two years probation, including 30 days in a federal halfway house, for stealing $6,300 from her employer...Holly will be allowed to work, attend religious services and shop during her 30 days confinement, which won’t begin until at least Jan. 3.


Allowed to shop? This sentence was handed down by a federal judge but it reminds me of the punishment of long time Luzerne County employees Robert Pritchard and Carl Salitis who stole tens/hundreds of thousands of dollars and were sentenced to house arrest by then Judge Mark Ciavarella.

And what about the top dogs at the Wyoming Valley Sanitary Authority who became aware of the theft but didn't report it to law enforcement?

Luzerne County scandals

No indictments yet but the buzz says it's just a matter of days. I've lost track of how many investigations are going on in the county.


The latest one is about the theft of funds from the treasurer’s office that DA Jackie Mo handed off to the FBI. I'm sure if someone gets caught with their fingers in the till they will get house arrest just like Robert Pritchard and Carl Salitis.


The more serious probe centers on the tangled web involving Judges Mike Conahan and Mark Ciavarella with PA Child Care owners Robert Powell and would be Hazleton Airport builder Greg Zapalla. Prothonotary Jill Moran also has ties to a company, W-Cat Inc., that they all have money invested in.


Then there is the Debit Card scandal that the Secret Service is investigating and the no bid contracts at the prison that some secret police outfit is supposed to be looking into.


I need a scorecard to keep track of all of this. Will someone help me out?

No politics in the Luzerne County Courthouse

This letter was in the CV: The Committee to Elect James "Red" O'Brien ran a political ad in your paper on Aug. 31, regarding a rally. I find it very disturbing that a Luzerne County phone number (825-1755) and employee are listed to obtain tickets from.

The employee works for Luzerne County Clerk of Courts Bob Reilly who said it was "a simple mistake"...According to a county personnel policy, county employees can only work on political and campaign matters on their personal time, not while working as county employees.

Yeah Bob, we all believe that no politics happens on county time.

Bob Reilly is looking good for a sixth term facing Butler Township tax collector Republican Sue Rossi, not Gina Nevenglosky as the CV said. She is running for Treasurer against Mike Morreale.

Red O'Brien is running a competitive race against incumbent Republican Mary Dysleski who has seen 2 long time employees accused of stealing hundreds of thousands of dollars from her office. One is awaiting trial and the other pleaded guilty and was sentenced to house arrest. I still can't believe someone who steals thousands from the taxpayers receives a slap on the wrist while some idiot who sticks up a Turkey Hill for 40 bucks gets time in the slammer. Only in Luzerne County.

Bill Sharkey is an embezzler

W-B: Luzerne County Court Administrator William T. Sharkey pleaded guilty to one count of embezzlement this morning in federal court.

Usually a plea agreement and a court hearing answers the questions surrounding the crime. But there are many questions that have not been answered yet in this case. Reading the Indictment and Plea agreement I have to ask which Judges signed the forfeiture orders and why was he able to get away this for 10 years? The theft was discovered when the state police went to District Attorney Jackie Musto Carroll to ask for some of the ill gotten gains to buy some new equipment. She checked the accounts and discovered the money wasn't there and called in the FBI. I find it hard to believe that the state police and other agencies were not aware of past forfeitures and asked for a piece of the pie.

Her predecessor, who is now a Judge, David Lupas was the District Attorney for most of the time that Sharkey was stealing these funds. We all know that paperwork and accountability were not Lupas' strong points. Lupas recently sentenced a Pittston Township secretary who pleaded guilty to stealing more than $31,000 from the township to house arrest. Judge Mark Ciavarella did the same thing when a couple of people got caught stealing really big bucks from the Recorder of Deeds office.

Luzerne County Recorder of Deeds

Finally some action in this one. Today I spotted a TV ad for challenger Red O'Brien pointing out the theft from the office over the years. It didn't accuse incumbent Republican Mary Dysleski of stealing but took her to task for lax management for allowing it to happen. One of the accused thieves, Robert Pritchard, plead guilty and was sentenced to house arrest. The other, Carl Salitis, is awaiting trial. I'm sure if he cops a plea he will also get ridiculously light sentence. After all, the good ole boys take care of their own.

Another draconian sentence for someone caught stealing from the taxpayers.

WILKES-BARRE -A former Pittston Township secretary who pleaded guilty to stealing more than $31,000 from the township’s garbage fund was sentenced Wednesday to eight to 16 months of house arrest.

This stiff sentence was handed down by our newest Judge David Lupas. Recently President Judge Mark Ciavarella also handed down similar sentences to 2 employees of the Recorder of Deeds Office for stealing hundreds of thousands from us.

Some of our Luzerne County jurists may have an interest in establishing a precedent by sentencing people convicted of public corruption to laying on the couch watching cartoons for a few months.

Easter weekend edition.

The TL is reporting that an employee of the Luzerne County Treasurer's will be arrested for stealing money. Two employees of the Recorder of Deeds were previously caught with a hand in cookie jar and one of them was given a draconian sentence of house arrest while the other is awaiting sentencing. This in addition to the no bid arrangements at the prison that have been in the news. Laws are alleged to have broken in those sweetheart deals but I doubt if any one person will be fingered as the culprit.

Carl Romanelli still fighting


A guest post from 2006 Green Party Senate candidate Carl Romanelli who is still dealing with the legal fallout from his ill fated campaign.



ROMANELLI ASKS PRESIDENT OBAMA FOR BEER SUMMIT II CHALLENGES BOB CASEY TO BASKETBALL GAME WITH ROMANELLI’S FATE AS THE PRIZE

Frustrated by yet another setback in the Pennsylvania Courts, Green Party US Senate candidate, Carl Romanelli is now asking President Obama to schedule Beer Summit II in order to attempt to resolve his ongoing saga. “We have tried everything possible in order to see justice here in Pennsylvania and we are running out of options,” Romanelli offered. He is referring to his long ordeal in the Pennsylvania Courts where, despite his gathering and submitting more voter signatures than any candidate in Pennsylvania’s history, Romanelli was not only displaced from the 2006 election ballot; but now has to pay more than $80,000.00 in costs and fees for the pleasure of being the victim of such a process. “It is time that the President weighed in on this, so I propose that he invite Senator Casey and me to the White House for a beer in an attempt to work matters out,” Romanelli suggested.

The situation in Pennsylvania is one of the strangest scenarios in all of politics, as it is now well known that in order to remove Romanelli from the 2006 ballot the lawyers for Bob Casey brought their challenge to the Green Party signatures by way of an illegal, taxpayer-funded process. The scandal has been dubbed Bonusgate as participants were not only providing attorneys for Casey with their work product while on state time and in state offices using state resources, but these employees also received state-funded bonuses for their effort. In his July 10, 2008 Presentment, which led to the arrest of ten legislative staffers and two former state representatives, the Pennsylvania Attorney General Tom Corbett says, “The two most outstanding examples of misappropriation of taxpayer resources in petition challenges were found in the challenges of Ralph Nader, for President in 2004, and Carl Romanelli, for US Senate in 2006.”

As it turns out, legislative employees in 2004 and 2006 would be given a crash course in signature challenge by lawyers representing Democratic candidates that wanted Romanelli and Nader off of the ballot. Then these workers would provide the work to attorneys from the law firm of Thorp, Reed and Armstrong out of Pittsburgh. These attorneys later would file the petition challenge in the hope of having independent and third party candidates removed from the ballots in question. Thorp, Reed and Armstrong is the firm used against Romanelli in the ongoing court battles. Many of the legislative employees providing what became the work product for these attorneys were given hefty bonuses for contribution. Information concerning this process is now public record as a few Preliminary Hearings for various arrested employees has provided detail and insight into this scheme.

“One would think that the commission of crimes against a working class candidate would be enough to get the attention of the Courts, but such is not the case in Pennsylvania. All along I have said that there was nothing wrong with the signatures the Greens submitted in 20006, and there wasn’t. So the Democrats had to rely on their friends who wear robes to finish the job,” Romanelli asserts. “The entire judicial system is corrupted here in Pennsylvania, and I should know because I come from Luzerne County where the disgraced, kids for cash judges come from,” he added. “So, since the judges are too crooked for a citizen to use the legal system, we need another way to resolve this shameful persecution and I thought Beer Summit II would be a novel approach. Perhaps then we can bring this nightmare to an end. This would be a big deal for me considering I don’t even drink beer.”

In the absence of Mr. Obama agreeing to a summit at the White House, then Romanelli has offered to play Bob Casey in a game of one-on-one basketball with Romanelli’s political and financial freedom on the line. “As in politics, Casey should have the advantage on the basketball court. He stands at about six feet, four inches; I am five feet five inches; he has access to the best gyms in the country, I still play in schoolyards; and he is a few years younger than I am. Of course, if Casey plays basketball like he plays politics then I’d expect he would hide and send the Philadelphia 76ers starting five to represent him at the game in order to vanquish any hope I had in winning a fair contest.” Romanelli suggested.

“In this instance I feel the sports analogy is appropriate, as Republicans and Democrats are much like pro wrestlers: They point fingers at each other and call each other names when the cameras are rolling, then toast the dummies that keep them rich and powerful as they inhabit the grand halls of, what is supposed to be, the people’s government.”

According to the criminal complaint: 

Police investigated a man banging on a house door on Mill Street at about 5:30 p.m. Thursday. Thomas was confronted on the porch and yelled a racial slur at the officer.
Thomas allegedly threw a spider at the officer and spat in the officer's face, the complaint says.
Police allege in the complaint Thomas resisted arrest and had to be stunned several times by a Taser. Several officers were needed to handcuff Thomas.
Thomas continued to struggle with officers kicking at paramedics and officers at Pittston Police Headquarters, according to the complaint.

Idiot Watch

I took the week off from blogging because this is a slow time of year for politics and I was busy getting ready to host our sometimes annual Thanksgiving feast with the family. I bragged that I got thru the prep and Turkey Day itself without any knife wounds only to slice the middle finger of my left hand yesterday getting the leftovers ready. I haven't figured out how to blame this on the dog yet.

I'm not sure who the bigger idiots are when it comes to this early Black Friday shopping frenzy. The stores that open on Thanksgiving or the people who go out shopping in them. RTG has an account of the loss leader tactics of the Peoples Republic of China North American Retail Division (Walmart).

A Philadelphia area blogger started a site to trash Philly restaurants called Staph Meal  then branched out into creating Facebook pages that advocated the murder of Mitt Romney, DA Seth Williams and others.

His lawyer says it's satire: "The charges, in my opinion, violate the First Amendment," Long said. "This is free speech. It is parody and satire, all of which is protected under the First Amendment, which also protects offensive speech and vulgar speech. There were no serious threats that were ever communicated, no serious requests for any harm. In the context of all the comments that Mr. Albert made, none show an intent for any harm to anyone."

TT: Officers soon had Johnson - who appeared intoxicated - in custody at the intersection of William Street and Rockwell Avenue. Schwartz identified him as the man he saw raiding his refrigerator and walking out of his house.  A search of the bags Johnson, of Scranton, had on him offered a glimpse of his menu at the William Street home: a bushel of clams, some crab legs, shrimp - most of which was already eaten - and an opened box of Reese's Klondike bars. He had thrown the bottle of coconut rum on the front lawn of the Williams Street residence but the bottle of Three Olives vanilla vodka was in another bag Johnson had on him, according to the complaint.

The food, alcohol and pack of Camel cigarettes in Johnson's pocket accounted for all of the items missing from Schwartz's home.





Pizza and piss

According to Plains Township police:
Police were dispatched around 8:08 p.m. to Mack and South River streets for a report of a vehicle that struck a stop sign and several concrete parking blocks. Upon arrival, police found an unoccupied Chevrolet Metro, partially blocking Mack Street. Police noticed about 100 feet of skid marks before the impact. An eyewitness told police the driver fled the car and started walking south on River Street, with a box of pizza. Police soon located Hall in a yard up the street, eating the pizza. Police said Hall appeared intoxicated and later flunked several field-sobriety tests. After resisting arrest, police say Hall was placed into custody and transported to Geisinger Wyoming Valley Medical Center for blood-alcohol testing. Hall refused testing, police said. Back at the police station, Hall continued to be "combative," police said. At one point, he urinated on himself and then on the floor of a holding cell, police said. Authorities then took Hall to jail for the night.

Pennsylvania Attorney General

With all the attention on the Presidential race and 2 of the hottest contests for Congress in the country I haven't paid much attention to the statewide offices.




Incumbent Republican Attorney General Tom Corbett has been making news with the indictment of 10 Democratic PA State House staffers and 2 state reps in the Bonusgate scandal. Some Republicans are also accused of being involved in similar misconduct but won't be charged until after the election to avoid undue influence on the balloting. Whatever.

He also makes the local news occasionally when there is a sweep of street level drug dealers in the area. The lede in the papers and the TV news always report that it's part of Operation Futility or some other military style name. So they arrest some kids who sell drugs to their friends and tell us that the dangerous druggies have been taken off the streets. The next day somebody else takes their place and the poison is still available to those who want it. The tough nut to crack is how to convince people not to take drugs in the first place. The United States has locked up more and more people because of drug offenses over the last 40 years and it hasn't decreased the demand.

His challenger, Democratic candidate District Attorney John Morganelli of Northampton County,
thinks that Corbett dropped the ball on the Bonusgate investigation. He wants a bunch of debates just like every challenger.

Minuteman Project founder endorses Lou Barletta

This dropped into my inbox last week but it took me a few days to check it out.

Jim Gilchrist founded the multi-ethnic Minuteman Project on Oct. 1, 2004, after years of frustrated efforts trying to get a neglectful U.S. government to simply enforce existing immigration laws.  Called “the world’s largest neighborhood watch”, their volunteer members aid efforts of the US Border Patrol by watching for illegal activity along the US-Mexican border.

The Minuteman Project has collapsed amid infighting and accusations of financial misconduct.

SPLC:
The Minuteman Project, one of the country's largest, richest and most influential nativist extremist groups, is in a state of crisis.
Its founder, Jim Gilchrist, was fired in February by members of the group's board of directors amidst swirling allegations of embezzlement, gross mismanagement and fraud.
Gilchrist initially responded by filing a lawsuit against the board members and waging a public relations battle in which he claimed the Minuteman Project had been "hijacked." Then, in April, he suddenly dropped the lawsuit and incorporated a new competing organization: "Jim Gilchrist's Minuteman Project." 

This has been a messy fight.

Gilchrist, 58, a national figure in the fight against illegal immigration, was removed as president of the Minuteman Project this month by its board of directors, which accused him of abusing his power and leaving more than $400,000 of the organization's money unaccounted for.

Deborah Courtney, the group's recently appointed treasurer, said in an interview that a direct mail company helped raise $750,000 for the group in 2006, but that she believes the Minuteman campaign received only $311,000. Courtney said she and others had been unable to trace the rest of the money.


To get his endorsement other campaigns have been shaken down.

 To win the endorsement of the Minuteman Project and its founder, Jim Gilchrist, you need to believe in federal troop deployments to stop illegal immigrants from entering the U.S. and stepped-up deportations of those who do.

You may also need to pay several thousand dollars, according to documents from three Republican campaigns that sought Gilchrist’s endorsement....
Democrat-turned-Republican Alabama Rep. Parker Griffith have been among those accepting his support.
But Republicans in Griffith’s Huntsville district and in one other state say support for a border fence and stepped-up deportation aren’t enough to win Gilchrist’s endorsement: They also were told bluntly that they would need to hire a consulting firm closely linked to the Minuteman founder and run by the project’s political director, Mississippi political consultant Howie Morgan.
When they didn’t hire Morgan, the endorsements didn’t materialize.

Minutemen founder, Jim Gilchrist spearheaded the movement many accused of vigilantism.
“You’ve had a couple of ranchers and several law enforcement officers murdered by illegal aliens,” said Gilchrist.
He admits that his call to guard the border attracted extremist elements but still hopes other states will follow Arizona’s militia proposal.

 It looks like this movement has burned out.

No one knows exactly why the groups fizzled so quickly, but researchers and former border-watching leaders say infighting and bad press have taken a toll.
