What the hell is a Prothonotary?

One of my most popular posts is What the hell is a Prothonotary?



Incumbent Luzerne County Prothonotary Jill Moran should not seek reelection. I have an archive of her missteps and will repeat them if she decides to run again.



I've heard a few names that are willing to take on the challenge. We really need Home Rule.

From what I hear Moran, Powell, Conahan and Ciavarella will need a better lawyer than Peter Moses.

Lets add a little more detail because it fits your prior postings and the importance of them.

A prothonotary is a public officer of some jurisdictions. It is defined as the officer who officiates as principal clerk of the courts; and the clerk is defined as an officer of the court who keeps its records, keeps the great seal, issues processes, enters judgment and orders and certifies records. The office is responsible for processing the documents that directly and materially affect the legal relationships and legal commerce of the citizens of the jurisdiction.

Some of the duties of a prothonotary may include accepting documents for filing, issues writs, initiating execution proceedings, taking bonds in civil cases; and processing appeals. In addition, the prothonotary may have miscellaneous record keeping duties such as the recording of notary public signatures, mechanics' liens, municipal claims and tax liens.

On that last item something is jogging my memory...lol

I hope she does. i will vote for her. she knows the ins and outs of this county. and she knows whats going on in that courthouse. she wont label anything "JOHN DOE"

Home Rule is the answer indeed.

But I am a bit tired of hearing about the judges and all getting measured for orange jump suits - it's been going around for a very long time - even the feds aren't this slow. I'm not going to hold out hope something happens - but will be happy to see them go if they are guilty of anything.

A prothonatary is an importnat job Clerk of civil courts.

But similar to the clerk of Courts it has no policy or discreationaery power, except to be slow putting stuff online. Really the only needed elecrted offixla are a D.A.(by state law every county must elect a D.A. and cannot change that) some sort exuective and leg brnach( the current 3 comissoner 2 branch system is fine with me) and some sort of Watch dog like a controller.

Prothonatery, Treasure Clerk of Courts, Recorder of deeds, Register of Wills, Coroner, should all be appointed and if the Commoshoners appoint a bad person they should be hel accoautbale

All she needs to do is put some nice well placed blonde highlights in her hair and keep her body trim.
